The first level is Literal Comprehension. Put simply, the facts are specifically stated in the text. Next comes interpretation of the text. The reader is able to sequence events from a text in a logical order, make generalisations, reason out cause and effect, and to anticipate what might come next or how it might end. An example would be to think why the plane was not moving yet? There are lots of possibilities.

The third level involves inferential reading. It includes literal and interpretation, but goes further. The reader must now go beyond the information presented, draw conclusions and pass judgement on: the implied meaning of the text, the main ideas of the text, the use of context clues to identify meaning, quality, value, accuracy and truthfulness of what is read.

An example would be what kind of person do you think the pilot or flight attendant might be and why? Again, there are lots of possibilities.

The final level is critical reading. Here the reader leaves the text and goes beyond it to obtain or express new ideas, identify the author’s point of view, to gain additional insights in order to find the answer to a question or the intended purpose of a text. The reader often draws on previous experience, uses ideas from other sources or develops their own ideas.

When text is presented at "instructional level”, the reader is capable of answering questions at each of the above 4 levels; provided they have been graded appropriately. Obviously, as reading strategies develop, the reader becomes more skilled at the higher levels of questioning.
